On October 25, 2021, the NAACP Legal Defense and Educational Fund, Inc. (LDF) submitted a letter and an updated redistricting map—Appendix C— to the Waller County, Texas Commissioner’s Court. LDF previously sent a letter and proposed redistricting maps to the Court on October 19. The new map submitted on October 25  places all incumbents within their current precincts. Otherwise, the additional plan remains consistent with the plan outlined in the October 19 letter and map (Appx. A.) The letter sent by LDF today introduces the updated proposal and describes the communities of interest between two specific municipalities in Waller County—communities that the Commissioners’ proposals would split between precincts. The letter further notes the past and present experiences with discrimination faced by Black and Latino voters in Waller County.
